What to Read about Project Management in Spanish?

Frequently, I receive emails from PMWT readers in Latin America interested on learning about Project Management asking for suggestions about what to read. Most of these readers want to learn the basics of Project Management and share their knowledge at their workplaces and many times, convince their bosses and colleagues that it is worthwhile to invest on Project Management methodologies. However, there is limited material available in Spanish. This is an enormous limitation for the growth of PM in the region that I think should be overcome soon, both because good PM books could be translated from other languages, and also because each day more Latin American PMs are interested on spending some time on sharing their local experiences.

So far, I recommend the following 5 sources in Spanish as a way to get into Project Management; if you consult them in the suggested order you would get from an introduction to PM to more in-depth knowledge of the methodologies.

Current Developments Affecting Project Management in Nigeria

Since returning to Nigeria over three weeks ago, I have been working to improve working infrastructure needed to be more productive here. I was spoiled by my three months' stay in the UK where there is more reliable infrastructure. In addition, I have been changing housing and office locations to help minimize infrastructural problems.  This short report briefly describes some of the issues that are faced by many independent consultants, business men and project teams in Nigeria today.

The ICT situation in Port Harcourt

Starting with Internet access, there are a number of Internet Service Providers (ISPs) in the country who supply their services across large cities in the country. For example, I use the services of Accelon Nigeria Limited, a Lagos-based Nigerian subsidiary of a South African company. There are other ISPs such as Starrcoms, Reltel Nigeria Limited, Netcom Africa Limited, etc. Some of their services are quite sluggish; after using Internet access in the UK or any other developed country, you need to advise yourself to forget about your experience when you start using the services here.

This was my mistake.  I carried over my productivity rate from the UK broadband and wireless system to the system in my office here in Port Harcourt, without making adjustments for the large disparity in quality of service. The result was that for three hours, on my first day at work, I could not open my America On Line (AOL) mail box. It was not a pleasant or welcome experience but it was a great reminder that I was back to my office in Port Harcourt. However, I made progress when I started using my Gmail mailbox.

Politics, Projects and Programs

Out of any political conviction, we can say the winner at a political election is a good project manager. Even the opposition agree: Nicolas Sarkozy proved his leadership capacities (among the necessary soft skills to manage successfully a project) within the different ministries he had led, and also within his party which he renowned to make it an instrument of victory, but he was also more prepared for the election project than his competitors. When did this project started? Everyone has his own idea of the precise day his campaign began, but everyone agrees it was a long time ago.

According to Le Nouvel Observateur (#2218), a weekly journal who supported the socialist candidate during the election, Nicolas Sarkozy also succeeded in this election thanks to his intuitions and his experience. He is a man who knows to draw the lessons from past failures. Indeed, he has aggregated during many years all the ‘lessons learned’ he thought one day would help him (personal notes on humanity, on daily life, on what is working or not, breaking news…) and has kept them in a little closet in his office of the Ministry of Interior. “We all swore to ourselves someday to write what is not working, what we could improve. Most of the time, we forget” he said many years ago. Not him, he has kept everything. The best example of knowledge management, isn’t it? On the contrary the Socialists are today blaming the First Secretary of the party, François Hollande, to have avoided drawing the consequences from the 2002 disaster (when the Socialists did not pass the first round of the presidential election).

Project Management is Exploding
in Greece!

Greek Standard in Project Management

The Greek Government (Ministry of Finance), has made recently clear that all organizations in Greece dealing with projects funded through Community Support Framework (CSF 2007-2012), must be accredited on a new Greek Project Management Standard by 1st of Jan. 2009. Until the 1st of Jan. 2009, companies can overpass this requirement and can be certified with ISO 9000.

Ecuador: Opportunities

A Status Report on Project Management in Ecuador

Project Management circumstances in Ecuador could be summed up in one phrase: Opportunities for Everyone.

From professional people and gremial organizations, to public and private sectors, these all have the opportunity to take advantage of the benefits of this worldwide tendency for implementing best practices in Project Management.

The Real Scenario

Ecuador, worldwide known because of its natural beauties, such as Galapagos Islands, is a country sized 270 thousand Kms2. It is located on the West Coast of South America, specifically South of Colombia. Its population goes over 12 million habitants with an unemployment range that goes around 9%.

Since the dollar was established as the local currency in 2000, Ecuador has maintained certain BIP economic stability of a 156.6% from 2000 to 2006. During last year, it was able to generate exports (except from petroleum) of over 5,000 million dollars. The main products were: Bananas, shrimp and flowers. In 2007, the Central Bank of Ecuador (Banco Central del Ecuador) expects a growth of 4.28% for the economy of the country.

In spite of the economical re-direction reached after having dollars introduced as the local currency, Ecuador is going through a very dull politic instability. As a consequence, the risk index of the country went from 483 in the year of 2005 to 1048 at the beginning of this current year, and ended up to 618 in June.

The Emerging of a Professional Association for
Project Management in the UAE

The long wait for a professional association advocating professional project management in the UAE might be coming to a close soon with the strong support of a leading organization.

Professionals and volunteers advocating the dynamic and emerging profession of project management have been pursuing the possibility of setting up a chapter for the Project Management Institute (PMI®) in the UAE dedicated for the UAE professional community. These volunteers have approached PMI® but due to the freeze on new components and other factors the realization of this important goal has not been achieved yet. The recent petition/survey of professionals in the community has attracted the support of Dubai Knowledge Village to put its weight behind this highly important initiative.

Dubai Knowledge Village (DKV), the world’s only Free Zone totally dedicated and focused on human resource development, has offered PMI® to collaborate on promoting professional project management in the UAE via the establishment of a PMI® chapter in the UAE. At this point in time, there is no dedicated PMI® chapter in the UAE or any of its cities even though there are more than 1,100 members and more than 800 Project Management Professionals (PMP) here.

IBERDROLA PRESENTS THEIR FIRST BIOCLIMATIC PROJECT

“Iberdrola Inmobiliaria” has presented the first bioclimatic project of “Las Caléndulas”, a residencial place that, located at Jun (Granada), constitutes the first bioclimatic and ecologic project that this company manages in Spain.

This project, that is the result of Iberdrola’s commitment with the sustainable development environment, represents something completely new in our country. This project will consist of 25 houses that must be finished by September 2007.

This project is characterized by the use of different techniques and materials which objective is the maximum energetic savings and the reduction of its impact into the ecosystem.

In that way, its design has followed strategic criteria, as climatology, vegetation, orientation, orography and solar radiation level, and it has responded to the environment criteria, like the renewable integration energy, the energy storage, the heat’s distribution and the reduction of the energy contribution. 

SOFTWARE DEVELOPMENT PROJECT APPROVED BETWEEN THE COUNTRIES OF SPAIN AND INDIA

The first technological cooperation project between Spain and India, for software development to operate in the international foreign currency, has been approved, according to the report facilitated by the Industrial Technology Development Center (CDTI) at Nueva Delhi.

The project called “FX Interactive”, will serve to create new software tools to allow user interaction between the users of the international foreign currency market (FOREX market) throughout Internet.

Projects & Project Management in India

In this edition, some of the activities in PMI chapters in South India, i.e. Bangalore and Chennai, are highlighted.

PMI Bangalore has picked up steam during the last few years ( from virtually no activity to probably becoming one of the most active in India today. This speaks a lot of the current board and the volunteers. Apart from the periodic conferences on project management and PMP training they have started a bimonthly event called PM Footprints – an experience and knowledge sharing forum where Speakers talk on a topic for about an hour. Some of recent topics included ' Leadership, Project Management and Deception – What we want is what we don’t get! And 'Project Management Methodology – Rational Unified Process’ (RUP) as example. The Chapter has also started a Newsletter called PM Essence.

An Interview with Luis Alfredo Chepote Project Manager, Peruvian entrepreneur

This interview is the first of a series with some members of the Peruvian PM Community. These interviews are intended to provide some more personal and relevant information about the PM world in Peru.  Luis Alfredo Chepote is a Peruvian entrepreneur and a member of the Project Management Institute (PMI®) and the PMI Government Specific Interest Group (GovSIG). Some public and private projects managed by him have been recognized with awards, and today he is one of the main characters in the Peruvian project management community who better combines many disciplines. I have met Luis Alfredo Chepote through the PMI GovSIG and we have now developed together many project management training and promotion projects.

PMWT:  In recent years, two of your projects have received awards and recognitions for the successes they achieved.

Luis Alfredo Chepote: Yes, by 2001, I was involved in an IT project which had as final deliverable an integrated system for container load management for an important maritime agent in the US, who decided to outsource this complex system to a Peruvian company. This system was recognized with the Corporate Creativity Award in 2001. Afterwards in 2006, for General Elections for Presidency of Peru, I was assigned for the Electoral Ethics Pact project, an initiative from the National Elections Agency obtaining the Award for Best Government Practices by Ciudadanos al Día (www.ciudadanosaldia.org, see the news). Also, Lloyd Axworthy, Chief of the Mission of Observers from the OAS, recommended to replicate the initiativefor elections in all countries in the Region.  The OAS General Secretary, Jose Miguel Insulza, recognized this program as an important initiative for the promotion of electoral ethics.

Update from Various Northern Hemisphere Corners –
Amsterdam, Riga, San Diego

Summer travel is anticipated as being less delay intensive than the winter months, however, the more I travel the more I am convinced that Murphy’s law prevails whenever airlines are involved.  In fact, on a recent trip abroad, the elapsed time to travel from Helsinki to San Diego was seven hours longer than planned due to multiple delays. 

While some may argue that seven hours only really adds 30% onto an already 20 hour trip, this particular week got worse, as an extra 9 hours was tacked onto my San Diego/Pittsburgh flight only days later, and then my Pittsburgh/Tampa flight culminated the week with an unanticipated overnight airport stay.  To those of you who consider travel one of the necessary evils of international business – I feel your pain, and for those of you who have the luxury of single city contracts with business class airfare for your travels abroad, I will be there someday too!

The past two months featured some notable events in the software development arena:  the European Systems and Software Engineering Process Group (E-SEPG) conference in Amsterdam, the PROFES conference in Riga, Latvia, and the International Federation for Professional Speakers (IFFPS) seminar in San Diego as part of the National Speakers Association (NSA) conference.
